Position Summary:
The Project Manager provides operational leadership and administrative oversight for Bayaud Works' Family Non-Congregate Shelter programs, with primary responsibility for the Tamarac site. This role ensures compliance with HOST contracts, supervises site-level leadership, and manages program deliverables, reporting, and coordination with city partners. The Project Manager works closely with the Site Director to align site operations with organizational goals, budgetary requirements, and trauma-informed service delivery standards.

Mission of Role

General Tasks, Duties, and Responsibilities

- Ensure all programs meet HOST standards, performance benchmarks, and contractual compliance requirements.
- Coordinate and monitor contract deliverables, budgets, payroll allocations, invoicing, and expenditure tracking in collaboration with leadership.
- Oversee and maintain program documentation, reports, and data submissions including HMIS compliance and quality assurance.
- Lead preparation for audits, compliance monitoring visits, and formal reviews conducted by HOST or other partners.
- Analyze data and performance metrics to identify trends, gaps, and opportunities for improvement across shelter programs.
- Facilitate cross-site coordination to optimize resources, staffing, and consistency in service delivery across Bayaud Works' Non-Congregate Shelter sites.
- Support the development and implementation of policies, procedures, and training that uphold equity, safety, and trauma-informed practices.
- Build and maintain strong relationships with HOST officials, city departments, and community partners to support program alignment and responsiveness.
- Collaborate with internal departments including Finance, HR, and Facilities to ensure program needs are met and operations remain compliant and efficient.
- Assist in identifying new opportunities for innovation, funding, and expansion within shelter.
- Lead/oversee all Rippling Scheduling and Timesheets.
- Oversee scheduling, coverage, and daily task management to ensure consistent and efficient operations.
- Oversee Shelter Leads and Frontline staff.
- Support Facility Manager to ensure cleanliness and appearance of property.
- Coordinate and build relationships with Security Staff and 3 Party vendors.
- Other duties as assigned by organizational leadership.
Knowledge, Skills, and Abilities
- Comprehensive understanding of homelessness services, non-congregate sheltering models, and housing-focused programming.
- Strong leadership and organizational management skills.
- Experience with government contracts, compliance monitoring, and fiscal accountability.
- Excellent interpersonal and communication skills, with the ability to work collaboratively across teams and agencies.
- Ability to manage competing priorities in a high-paced, evolving environment.
- Proficiency in Microsoft Office Suite, HMIS platforms, and data management systems.
- Commitment to equity, inclusion, and trauma-informed care in both leadership and service delivery.
Supervisory Responsibilities
The Project Manager directly supervises Shelter Leads and Front-Line staff. This position ensures consistent performance, accountability, and adherence to Bayaud Works' standards and HOST contractual requirements.
Expected Hours of Work
40 hours per week, evenings, weekends, and holidays as required, dependability and punctuality are required.

- Office-based role with regular travel to Non-Congregate Shelter sites required.

Bayaud Works is a subsidiary of AC Disaster Consulting. Our Temporary Staffing Service partners with Federal, State, City, County, and private employers to provide high-quality staffing and operational support. Bayaud Works was created to provide opportunities for individuals with barriers to employment and has since expanded to include shelter management, safety patrol, janitorial services, and transportation operations.
Experience and Education Required
- High School Diploma or GEO
- Minimum 2 years of progressive leadership experience in human services, housing, or shelter operations.
- Minimum of 3 years of Supervisory experience managing multiple sites or program teams.
Experience and Education Preferred
- Bachelor's degree in social work, Public Administration, Human Services, or a related field required preferred.
- Bilingual (Spanish/English) preferred.
- Experience with city, state, or federal contracts strongly preferred.
Additional Qualifications
- Must be able to pass a background check for work with vulnerable populations.
- Valid driver's license required; must meet Bayaud Works' motor vehicle insurance standards if driving for work.
