Program Planning & Controls Specialist Surveillance (L3/L4)
We are seeking a Program Planning & Controls Specialist to support program execution within the Surveillance product line. This role is responsible for developing and maintaining program schedules, tracking performance against plan, and providing visibility into risks, cost, and schedule performance.
You will work closely with Program Managers and cross-functional engineering teams to support planning, execution, tracking, and reporting. This role plays a critical part in ensuring programs remain aligned to cost, schedule, and performance commitments while enabling proactive decision-making through structured program controls.
Key Responsibilities
- Develop and maintain Integrated Master Schedules (IMS) aligned to program scope and contractual milestones
- Partner with Program Managers to establish program baselines and track performance against plan
- Monitor schedule execution, identify variances, and highlight critical path risks
- Perform schedule analysis, including float, dependencies, and resource constraints
- Support Earned Value Management (EVM) activities, including performance tracking and reporting
- Prepare program status updates, dashboards, and performance reports for internal and customer reviews
- Maintain action item tracking and ensure visibility into program execution risks and issues
- Support risk management processes, including identification, tracking, and mitigation planning
- Collaborate across engineering, operations, and supply chain to ensure integrated program alignment
- Support proposal efforts, including schedule development and planning inputs
- Drive consistency and continuous improvement in planning and controls processes
Required Qualifications
- Bachelors degree in Business, Engineering, or related discipline
- Experience in program planning, scheduling, or project controls
- Experience developing and managing Integrated Master Schedules (IMS)
- Understanding program execution within complex engineering environments
- Strong analytical skills with the ability to interpret schedule and performance data
- Proficiency with scheduling tools (e.g., Microsoft Project or similar)
- Strong communication and organizational skills
- Experience using automation and AI tools to streamline workflows and improve operational efficiency
- Demonstrated a continuous improvement mindset, with the ability to evaluate processes and implement more effective ways of working
- Ability to adopt and promote automation and AI tools to improve team speed, quality, and execution
Preferred Additional Skills
- Experience in aerospace, avionics, or regulated engineering environments
- Familiarity with Earned Value Management (EVM) principles
- Experience supporting cross-functional program teams
- Understanding of engineering development lifecycle processes
- Ability to manage multiple programs or workstreams simultaneously
