Accounting Manager Overview
Manage the general accounting operations of the Pennsylvania Division of Melmark. Accounting responsibilities are primarily focused on the expenditure side of fiscal operations, including General Ledger, Fixed Assets, Accounts Payable and Payroll. Financial report preparation includes annual audit, monthly financial & budget statements, annual government cost reporting and the preparation of monthly reports on Melmark’s self-insurance programs (Healthcare & Worker’s Compensation). Supervises the daily activities and ongoing training and professional development of accounts payable, payroll, and assigned accounting staff. As with all Finance management, is responsible for ensuring adherence to Generally Accepted Accounting Procedures (GAAP), Generally Accepted Government Accounting Standards (GAGAS), Melmark’s Finance and Operating policies & procedures and applicable governmental and contractual financial compliance requirements.

Requirements
- Bachelor’s degree in Accounting required, CPA is preferred. A Master’s Degree in Finance, Business or a related field (Healthcare) is highly desirable.
- Certified Public Accountant (CPA) or CPA track (testing with two to five years of public accounting experience).
- Minimum of five years progressing accounting experience in a like size organization or four years in public accounting. Supervisory experience required, including supervision of multiple reports. Not for profit experience highly desirable. Prior financial statement preparation and allocation experience is required. Experience designing and completing spreadsheets to support processes, analysis or sound decision making.
- Working knowledge of Windows Operating Systems and Microsoft Office. Strong Excel skills required. Excellent written and verbal communication skills along with strong interpersonal skills are required.
Accounting Manager Responsibilities
- Coordinates, oversees and supervises the daily accounts payable and payroll activities of the organization. Responsible for the timely and accurately coded processing of financial transactions, including payroll and general expenditures.
- Responsible for general ledger account maintenance and accounting integrity to ensure the production of timely and accurate financial data.
- Directly supervises employees and carries out supervisory responsibility in accordance with the organization’s policies and applicable laws.
- Produces and/or reviews account reconciliations and supporting financial schedules in an efficient, timely and accurate manner.
- Generates and/or reviews General Ledger journal entries.
- Coordinates and oversees the monthly closing process and is responsible for timely production and distribution of the internal monthly reporting package.
- Responsible for reviewing monthly reports for accuracy prior to distribution.
- Analyzes financial and labor cost data and provides written monthly summaries to responsible management.
- Reviews and oversees the monthly cost allocations to ensure accurate cost distribution and reporting in compliance with various governmental regulations and Melmark’s cost distribution methodology. Responsible for reviewing the monthly allocations to ensure program & departmental costs reported accurately & fairly reflect the operational cost for each cost center.
- Assists/supports Director of Finance and CFO with preparation of annual budget.
- Assists in year-end audited financial statement preparation and other related audits or governmental reviews of financial records.
- Coordinates and oversees the accurate preparation of various cost reports in accordance with applicable Governmental Fiscal regulations.
- Compiles data and necessary financial information in response to requests from Senior and/or Program management.
- Responsible for being well versed & knowledgeable in all applicable regulations impacting the organization. Specifically, compliance with various governmental fiscal regulations (e.g., DHS-ODP - CH. 4300, ICF/ID - CH 6200, Waiver - CH 5100 & the PA Department of Education).
- A working knowledge of Federal Wage & Hour regulations.
- Utilizes MS Office, MAS 200, or other applicable accounting and financial software to record or analyze financial information.
- Responsible for generating new financial reports in “Biznet” and editing or updating current Biznet when required.
