Summary
The Assistant Director of Information Technology supports the strategic direction, daily operations, and continuous improvement of the Tampa Housing Authority’s IT environment. This role assists in planning, organizing, and managing IT services including infrastructure, cybersecurity, applications, and user support to ensure reliable, secure, and efficient technology operations that support affordable housing programs and administrative functions.
The position serves as a key leader within the IT department, helping align technology initiatives with organizational goals, regulatory requirements, and resident service delivery.
Essential Duties and Responsibilities
• Assist the Director of Information Technology in developing and executing the Authority’s IT strategic plan.
• Oversee daily IT operations, including infrastructure, network systems, cloud platforms, and enterprise applications.
• Manage IT staff, vendors, and consultants; provide mentorship, performance management, and professional development.
• Ensure the availability, security, and integrity of IT systems, including implementing cybersecurity best practices and risk mitigation strategies.
• Support compliance with HUD regulations, local/state requirements, and applicable data security standards.
• Lead or support IT projects, including system upgrades, ERP implementations, cybersecurity initiatives, and digital transformation efforts.
• Develop and maintain policies, procedures, and documentation for IT operations, governance, and disaster recovery.
• Monitor service levels and performance metrics; implement improvements to enhance system reliability and user satisfaction.
• Collaborate with department leaders to evaluate technology needs and recommend solutions that improve operational efficiency and customer service.
• Assist in preparing and managing the IT budget, including forecasting, procurement, and cost control.
• Oversee help desk and end-user support services to ensure timely resolution of issues.
Knowledge, Skills, and Abilities
• Strong knowledge of IT infrastructure, including networks, servers, virtualization, and cloud environments (e.g., Azure, Microsoft 365).
• Understanding of cybersecurity frameworks (NIST, CIS, etc.) and risk management practices.
• Familiarity with public-sector IT compliance, data privacy requirements, and housing authority systems (preferred).
• Ability to lead technical teams and manage multiple priorities in a dynamic environment.
• Strong analytical, organizational, and problem-solving skills.
• Excellent communication skills with the ability to translate technical concepts for non-technical stakeholders.
• Project management skills with the ability to deliver results on time and within budget.
Minimum Qualifications
• Bachelor’s degree in Information Technology, Computer Science, or a related field (Master’s degree preferred).
• Five (5) to seven (7) years of progressive experience in IT operations, including at least three (3) years in a supervisory or leadership role.
• Experience managing infrastructure, applications, and cybersecurity programs.
• Equivalent combination of education, training, and experience may be considered.
