Business Development Representative
Reports To: Business Development Manager
FLSA Classification: Exempt
Work Location: Hybrid – Travel in MN 50-70% of the time
Hours: Monday - Friday
Pay Grade: $75,000 + Eligible for performance-based bonus up to $15,000
JOB SUMMARY:
Partners Behavioral Healthcare is seeking a motivated and strategic Business Development Representative (BDR) to drive referral growth and maintain strong client relationships across Minnesota. This individual will serve as a key connector between our behavioral health programs, referral sources, and community stakeholders—ensuring consistent client census at our brick-and-mortar sites.
This role requires a professional with experience navigating the criminal justice system, a proven ability to build referral pipelines, and comfort engaging with a wide range of stakeholders, including corrections professionals, healthcare providers, and community organizations.
This role is performance-driven, with clear metrics including referral volume, conversion rates, CRM activity, and outreach engagement across Minnesota.
ESSENTIAL DUTIES:
Referral Growth & Relationship Management
Build, manage, and strengthen relationships with referral partners across Minnesota (corrections facilities, probation officers, case managers, courts, treatment providers, etc.). Serve as the primary liaison for external stakeholders, ensuring timely and professional communication. Maintain a consistent pipeline of qualified referrals through proactive outreach and relationship management.
Business Development & Lead Generation
Identify, pursue, and qualify new referral opportunities across the state. Develop and manage lead lists in HubSpot CRM, ensuring accurate and up-to-date records of referral sources, opportunities, and client activity. Track performance metrics and provide regular reporting to leadership.
Community & Event Engagement
Represent Partners Behavioral Healthcare at DOC transition fairs, professional conferences, and networking events. Conduct presentations and information sessions to increase awareness of our services and expand referral partnerships.
Cross-Departmental Collaboration
Partner with clinical, admissions, and operations teams to ensure seamless client onboarding and placement. Share market intelligence and feedback with leadership to inform program development and service enhancements. Collaborate with marketing to refine outreach materials and campaigns targeting referral partners.
KNOWLEDGE, SKILLS, AND ABILITIES:
Exceptional relationship-building and stakeholder engagement skills, with a professional and personable communication style. Strong public speaking and presentation skills; comfortable delivering information sessions to diverse audiences. Strategic thinking and lead generation skills with a proactive, self-starting approach to outreach and networking. Solid writing skills for crafting professional emails, presentations, and marketing materials. Ability to work independently and manage time effectively in a field-based role. Ability to adapt messaging and approach depending on the audience (e.g., corrections officers vs. healthcare providers). Ability to analyze trends, identify new opportunities, and contribute to business development strategy. Ability to collaborate across departments to support integrated client care and smooth onboarding.
MINIMUM QUALIFICATIONS:
Proficiency in HubSpot CRM (or similar CRM tools) for pipeline management and reporting. Extensive knowledge of the criminal justice system and related referral processes. Minimum 2 years of experience in business development, account management, or referral relations (preferably in behavioral health, healthcare, or social services). Excellent interpersonal, presentation, and communication skills. Strong organizational skills with the ability to manage multiple priorities. Willingness to travel across Minnesota (50–70% of time).
PREFERRED QUALIFICATIONS:
Bachelor's degree in business, social services, criminal justice, or related field (or equivalent experience). Existing relationships with Minnesota DOC, probation/parole, courts, or community-based behavioral health organizations. Experience working in behavioral health, substance use treatment, or related healthcare fields. Familiarity with state-level behavioral health policies, funding streams, and referral structures.
