In this role, you'll perform and manage complex research and project management work involving affordable housing development, preservation, and policy implementation.
The San Leandro Community Development Department is a dynamic and high-functioning team responsible for development services, economic development, and housing programs. Under general supervision or direction Management Analyst II, performs a variety of complex professional analytical, administrative, and technical duties in support of an assigned department’s business activities, functions, programs, and services; develops recommendations and work plans for the formation of policies and procedures for the department's operational, contractual, risk management, and financial activities; serves as a technical resource for the development, implementation, monitoring, and evaluation of departmental initiatives; monitors and projects revenue and expenses for department activities; provides technical and responsible assistance to the department head and/or division managers; and performs related duties as assigned.
Distinguishing Characteristics
Management Analyst II– This is the fully qualified journey-level classification in the professional Management Analyst series. Positions at this level are distinguished from the Management Analyst I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Supervision Exercised And Received
Some positions at the Management Analyst II level may exercise direct supervision over technical and/or administrative support staff. Receives general supervision or direction (Management Analyst II) from assigned supervisory and/or management personnel.
Examples Of Typical Job Functions
The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
- Collects, researches, compiles, analyzes, and evaluates information from various sources on a variety of specialized topics related to departmental and programmatic activities.
- Conducts a variety of administrative, organizational, and analytical studies on a wide range of municipal policies, services, financial, budgetary, risk management, operational, or administrative issues; presents findings and prepares reports of study conclusions.
- Makes recommendations and proposes alternatives and modifications regarding such areas as staffing, cost analysis, cost recovery, purchasing, workflow and design, and policy or procedure; assists with the implementation of procedural, administrative, and/or operational changes after approval.
- Assists in developing and administering the department's budget, including gathering and analyzing revenue and expense data and information; evaluates the need for changes in budgetary allocations; assists in developing budgetary recommendations including forecasts of funding needed for staffing, equipment, materials, and supplies; prepares justification for changes, new services, or additional costs.
- Monitors and administers operating and/or capital budget revenues and expenditures; reviews fund balances in various accounts and purchase orders and prepares budget adjustments as necessary; compiles and prepares detailed budget and financial reports; oversees, tracks, and reports status on capital improvement projects.
- Participates in the development and implementation of goals, objectives, policies, procedures, work standards, new or revised programs, systems, methods of operation, and administrative control systems for assigned projects and programs.
- Prepares, drafts, and proofreads a variety of technical reports, letters, memoranda, correspondence, and other written materials related to assigned area of responsibility; develops, designs, and produces charts, graphs, presentations, and spreadsheets; prepares and conducts presentations for a variety of audiences, as assigned; prepares and submits City Council agenda reports and various other commission, committee, board, and staff reports, resolutions, ordinances, and related documents.

Education and Experience Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Management Analyst II
Education: Equivalent to abachelor’s degree from an accredited college or university with major coursework in public administration, business administration, political science, finance, or a related field.
Experience: Three (3) years of increasingly responsible professional experience in administrative and management analysis.
