Overview
Montech Inc. is currently seeking a qualified Senior Analyst (FDM) – Readiness (Senior Analyst FDM),a key personnel position within the Modernization Integration Division (FDM) and will support the Division's readiness analysis mission by conducting in-depth analysis of Army and unit equipping readiness, identifying equipment readiness issues proposing solution sets. Personnel shall have a thorough understanding of the processes and procedures found in AR 71-9 and Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 "Operation of The Joint Capabilities Integration and Development System" (JCIDS).
Place of Performance
The Senior Analyst (FDM) shall perform duties on site at a designated government facility in the National Capital Region (NCR).
Hours of Operation
The Senior Analyst (FDM) will have an eight-hour workday, totaling a 40-hour week between the hours of 0700 through 1800, Monday - Friday except Federal holidays.
Responsibilities
The Senior Analyst (FDM) provides the following areas of support:
- Conduct the reviews and analyses of JCIDS documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), AROC Capabilities Board (ACB), AROC Review Board (ARB), AROC Working Groups (AWG), and associated Joint and Army requirements processes. Prepare Division, Directorate, FD, and DCS G-8 leadership in advance of these venues.
- Provide all relevant analysis to include the recommended DCS G-8 position on the proposed requirement.
- Materiel Development Support: Shall have a thorough understanding of the processes and procedures found in DOD instruction 5000.2 Operation of the Defense Acquisition System. The Contractor shall also possess the staff skills needed to conduct the necessary review and analysis of acquisition documents.
- Database and Collaborative Program Support: Shall extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC): Army Equipping Enterprise System Modern (AE2S-M) and its key modules to include the LIN Available Quantities Allocation (LAQA), the Equipment Transparency Report (ETR) workspace, LIN Quantity Amounts (LQA) / Component Split Community of Interest, and Capability and Army Requirements Oversight Council (AROC) Management System (CAMS).
- Extract relevant information from the following web sites: Cloud Equipping Program (cQUIP), Army Enterprise Systems Integration Program (AESIP), Equipment Common Operating Picture (ECOP), the Force Management Web Site (FMSWeb), and cPROBE. The Contractor shall perform tasks necessary to build and deploy Business Intelligence and collaboration tools to automate manually-intensive processes within the Microsoft Office 365 tool suite, including but not limited to SharePoint, Power Aps, Power BI.
- Perform tasks necessary to build and deploy Business Intelligence Tools to support Force Development operations and reporting requirements. Reports should be created using Business Intelligence Tools.
- Conduct in-depth analysis of Army and unit equipping readiness, identifying equipment readiness issues proposing solution sets. Identify the root causes of Army Equipment on Hand (EOH) un-readiness and systemic reported equipment shortages as recorded by the Army Readiness Management System (ARMS). Perform data trend analysis that includes coordination and staffing with ACOMs, G-4 and AMC. The staffed Trends Analysis chart will be provided monthly to the Branch Chief.
- Participate in efforts to increase S-Level Unit Readiness including coordinating with ACOM and ASCCs, identifying Army excess equipment. The Contractor shall coordinate solutions to resolve excess imbalance.
- Support the effort for conducting the monthly readiness update to the Army and DCS G-8 leadership.
- Coordinate the development and assembling of the briefing books and provide support in the execution of the meeting.
- Review assigned policies and regulations for DCS G-8 equipping equities recommending edits for government approval.
Qualifications
The Senior Analyst (FDM) must have a minimum of a Bachelor's or higher degree and two (2) years of experience and expertise in Force Development or related duties.
- Possess the staff skills required to examine interoperability of capabilities between different levels of modernization. The Contractor shall conduct the necessary reviews and analysis and prepare senior leaders for issues under discussion in support of the Interoperability Assessment as part of the Strategic Readiness Tenet(s).
- Ability to conduct in-depth analysis of Army and unit equipping readiness, identifying equipment readiness issues proposing solution sets.
- Ability to identify the root causes of Army Equipment on Hand (EOH) unreadiness and systemic reported equipment shortages as recorded by the Army Readiness Management System (ARMS).
- Ability to perform data trend analysis that includes coordination and staffing with ACOMs, G-4 and AMC (staffed Trends Analysis chart will be provided monthly to the Branch Chief).
- Proficient in MS Office Products that include MS Word, MS Access MS Power Point and MS Excel.
- Ability to MS Excel to use formulas and functions to manipulate data (pivot tables), create charts and graphs to visualize information and analyze large datasets to extract meaningful insights.
Security
Employment is contingent upon the ability to pass the pre-employment drug test and background check/security investigation per required level with the U.S. Government agency. The Senior Analyst (FDM) will have an active Department of Defense Secret security clearance.
Applicants must be a U.S. Citizen to work in support of Federal agency. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations. Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment.

The Senior Analyst (FDM) shall be professional in demeanor, responsiveness, appearance and deportment and may be required to interface with senior Government and industry officials in a supporting role to the Center and federal industry players.
