Overview
Montech Inc. is currently seeking a qualified Intelligence Systems SSO (FDI), a key personnel position within the Force Development Intelligence Division (FDI). This role is responsible for writing and briefing information on assigned programs and has the ability to analyze, prioritize, and validate Intelligence, Electronic Warfare, and Cyber requirements to provide the Army with timely and decisive warfighting capabilities. The Intelligence Systems SSO (FDI) shall have a thorough understanding of the processes and procedures found in AR 71-9 and Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 "Operation of The Joint Capabilities Integration and Development System" (JCIDS).
Place of Performance
The Intelligence Systems SSO (FDI) shall perform duties on site at a designated government facility in the National Capital Region (NCR).
Hours of Operation
The Intelligence Systems SSO (FDI) will have an eight-hour workday, totaling a 40-hour week between the hours of 0700 through 1800, Monday - Friday except Federal holidays.
Responsibilities
The Intelligence Systems SSO (FDI)provides the following areas of support:
Conduct the reviews and analyses of JCIDS documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), AROC Capabilities Board (ACB), AROC Review Board (ARB), AROC Working Groups (AWG), and associated Joint and Army requirements processes. Prepare Division, Directorate, FD, and DCS G-8 leadership in advance of these venues. Provide all relevant analysis to include the recommended DCS G-8 position on the proposed requirement.
Materiel Development Support: Shall have a thorough understanding of the processes and procedures found in DOD instruction 5000.2 Operation of the Defense Acquisition System. The Contractor shall also possess the staff skills needed to conduct the necessary review and analysis of acquisition documents.
Database and Collaborative Program Support: Shall extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC): Army Equipping Enterprise System Modern (AE2S-M) and its key modules to include the LIN Available Quantities Allocation (LAQA), the Equipment Transparency Report (ETR) workspace, LIN Quantity Amounts (LQA) / Component Split Community of Interest, and Capability and Army Requirements Oversight Council (AROC) Management System (CAMS).
Extract relevant information from the following web sites: Cloud Equipping Program (cQUIP), Army Enterprise Systems Integration Program (AESIP), Equipment Common Operating Picture (ECOP), the Force Management Web Site (FMSWeb), and cPROBE.Perform tasks necessary to build and deploy Business Intelligence and collaboration tools to automate manually-intensive processes within the Microsoft Office 365 tool suite, including but not limited to SharePoint, Power Aps, Power BI.Perform tasks necessary to build/deploy Business Intelligence Tools to support Force Development operations and reporting requirements (reports created with Business Intelligence Tools).Provide analysis, reviews, and options in support of validation, prioritization, and approval of future war fighter requirements to include validation of Army JCIDS documents (Initial Capabilities CUI 19 CUI Document (ICD), Abbreviated-Capability Development Document (A-CDD), CDD, and CDD-Update) in support of the AROC or JROC process.Provide analysis, reviews, and options in support of validation, prioritization, and approval of Operational Needs Statements (ONS) in support of current operations and the Army requirements.Support the development of investment and resourcing options for Army and Joint programs.Plan, program, and budget for programs in accordance with Army decisions within the context of the requirements for the programs for funding of approved requirements. Provide support to the overall SPAR and POM build, which entails developing program investment options, system contract delivery schedules for deployment, and programs during execution years and the allocation of PM identified monthly production and depot delivery quantities in support of unit level distribution and redistribution planning by Army Sustainment Command (ASC) Lead Materiel Integrator (LMI). Support development of comprehensive annual funding options for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels and present the options to leadership for approval. The funding options will include an investment approach that prioritizes Research, Development, Test, and Evaluation (RDT&E) and procurement funding levels in support of approved force requirements. The contractor shall subsequently assist in the development of a Division level funding and investment options for the assigned portfolios.Monitor requirement and capability developments by attending and providing leader approved inputs at meetings and decision briefings. Support government task lead in development and options for approval of the DCS G-8 position on Mission Needs Statements, ICD, Abbreviated-CDD.CDD, CDDUpdate, Operational Requirements Documents (ORD), and Basis of Issue Plans (BOIP) required for development and fielding of new equipment and systems. Prepare and develop program documentation to proceed through the Army ACIDS process.Review and monitor HQDA G-3/5/7 priorities and provide options in support of resourcing capabilities in support of Overseas Operations and Contingencies (OOC). and the homeland; develop and monitor non-theater distribution plans; and maintain close coordination with ASA (ALT), PM, DCS G-3/5/7, DCS G-4, and Army Commands (ACOMs)/Joint staffs and agencies.Review, analyze, and provide recommended inputs to key programming and equipment modernization documents to include the Defense Planning Guidance, The Army Plan, Army Modernization Strategy, and equipment allocation plans.Assist in verifying the computation of the Army Acquisition Objective (AAO) and the Army Procurement Objective (APO) for specific LINs by establishing the full quantitative requirement based on approved force structure and applicable BOIPs, and then analyze that requirement with respect to projected funding during the production period. Will assist DOM division leadership in resolving AAO issues with DCSG-8-FDR.Conduct analyses and assist in the development of findings, conclusions, and options relative to changes in doctrine; tactics, techniques, and procedures; training; sustainment; and threat capabilities and work to ensure such findings are reflected in approved program requirements documents.Participate and provide input into the Total Army Analysis (TAA) and Force Feasibility Review (FFR) processes, determine the impact of TAAA and FFR results on assigned programs.Assess the impacts of changing resource levels (e.g., through a Program Decision Memorandum (PDM) or Congressional marks) on assigned programs and within coordination rules in effect at the time CUI 20 CUI of the tasking. Provide the division chief with a written assessment within four hours.Review and resolve equipment shortfalls with stakeholders during semi-annual Army Modernization and Equipping Conference (AMEC) and in support of Army Synchronization and Resourcing Conferences (ASRCs). Prepare necessary briefing products during and after these events and brief results in selected venues such as the AMEC hotwash outbriefs.Update allocation plans during monthly AE2S updates with PM identified monthly production and depot delivery quantities in support of unit level distribution and redistribution planning by ASC (LMI).Coordinate with ASC (LMI) material integrators to ensure distribution and redistribution plans are adjusted based on Army Senior Leader guidance, DARPL changes, or changes to the quantity of available equipment.Develop draft program and system briefings for presentation to senior leaders. Attend meetings which address the resolution of critical system related issues and provide meeting minutes, EXSUMs, and information papers that keep leadership apprised of issues and concerns and report/track all assigned action items.Maintain situational awareness for assigned programs, systems, and duties. Provide an information paper within four hours that includes data elements pertaining to: system funding (current through end of POM period), quantities of available equipment (new production, depot production, cascade or redistribution, retrograde, or sustainment reset) current through end of POM period; approved fielding plan (and any known ASA (ALT) or Army Command (ACOM) concerns), acceleration possibilities or challenges, ability to support future force concepts, ability to support un-forecasted increases in demand (e.g., "surge"), known ACOM concerns regarding fielding plans, issues regarding the program to include knowledge of: manufacturers and states within which the manufacturing takes place, impact of committee actions or marks for assigned system, or other known concerns.Assist in the development of budget justification documents, strategic communication plans, and maintain and update leader smart books.Assist with programming and defending requirements through the POM/PPBE process.Understand the latest modernization priorities/options (AimPoint, Regionally Aligned Readiness and Modernization Model (ReARMM), Multi Domain Operations (MDO), National Defense Strategy (NDS)), priorities, and capability gaps and assist in applying these options to equipping, resourcing, and modernization efforts.
Qualifications
The Intelligence Systems SSO (FDI) shall possess a minimum of a bachelor's degree in a directly related career field from an accredited college, such as Business or Engineering. Additionally, candidates must have a minimum of four (4) years of experience and expertise in Force Development or related duties.
Must have military intelligence experience at the tactical, operational, strategic, and national levels and be familiar with the doctrine, tactics, techniques, and procedures associated with Army intelligence units.Must have the ability to analyze, prioritize and validate Intelligence, Electronic Warfare and Cyber requirements to provide the current and future Army with timely and decisive war-fighting capabilities that support successful accomplishment of the National Military Strategy.Must have knowledge of the full range of tactical Intelligence, Surveillance, and Reconnaissance (ISR), Electronic Warfare (EW), and Cyber Systems.Must possess the staff skills necessary to conduct reviews and analyses of JCIDS documents related to various oversight councils and boards, such as the Joint Requirements Oversight Council (JROC) and the Army Requirements Oversight Council (AROC). Intelligence Systems SSO is responsible for preparing leadership in advance of these venues and providing relevant analysis, including the recommended DCS G-8 position on proposed requirements.
