Overview
Montech Inc. is currently seeking a qualified Senior Analyst SSO (FDB) (Staff Synchronization Officer), a key personnel position within the Force Development Full Dimension Protection Division (FDB). This role is responsible for performing tasks that support the Assured Mobility and Force Protection programs and plays a crucial role in supporting the Army's equipping and modernization efforts by providing expert analysis and coordination across various programs and initiatives.
Place of Performance
The Senior Analyst SSO (FDB) shall perform duties on site at a designated government facility in the National Capital Region (NCR).
Hours of Operation
The Senior Analyst SSO (FDB) will work an eight-hour workday, totaling a 40-hour week between the hours of 0700 through 1800, Monday - Friday except Federal holidays.
Responsibilities
The Senior Analyst SSO (FDB) provides the following areas of support:
- Develop Strategic Portfolio Analysis Review (SPAR) briefs, Program Review Charts, and POM Program Review briefs, as well as supporting Army Program Budget Reviews.
- Write Information Papers on specific programs, developing Program quad charts, and working on Operations/Urgent Needs Statements.
- Coordinate and synchronize working groups for capabilities development and participating in various Army Requirements Oversight Council (AROC) and Joint Requirements Oversight Council (JROC) activities.
- Provide subject matter expertise during the development of Army Program Budget Briefs (APBBs) and respond to Requests for Information (RFIs) related to program cost, schedule, capabilities, operational impacts, congressional testimony, life cycle support, sustainment, and force development/modernization.
- Attend meetings with G8/FD/DOM/Div Chief and providing SME support and responding to RFIs for assigned programs.
Qualifications
The Senior Analyst SSO (FDB) shall possess a minimum of a bachelor's degree in a directly related career field from an accredited college, such as Business or Engineering, and experience and expertise in Force Development duties. Additionally, candidates must have a minimum of four years of experience and expertise in Force Development or related duties. Additional duties:
- Demonstrate and understanding and tactical and operational experience in Army units that utilize specific types of equipment: Engineer (Tactical Bridging, Construction, Mines and Munitions, Counter Explosive Hazard, Engineer Support Constructions, Engineer Command and Control, Sets/Kits/Outfits), Military Police (MP), Explosive Ordnance Disposal (EOD), and Chemical, Biological, Radiological, Nuclear (CBRN).
- Shall have a thorough understanding of the processes and procedures found in AR 71-9 and Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 "Operation of The Joint Capabilities Integration and Development System" (JCIDS).
- Must possess the staff skills to conduct reviews and analyses of JCIDS documents related to various oversight councils and boards, such as the Joint Requirements Oversight Council (JROC) and the Army Requirements Oversight Council (AROC). Also responsible for preparing leadership in advance of these venues and providing relevant analysis, including the recommended DCS G-8 position on proposed requirements.
- Must understand the processes and procedures outlined in DOD Instruction 5000.2, which pertains to the operation of the Defense Acquisition System. Must also possess the staff skills needed to conduct reviews and analyses of acquisition documents.
- Ability to extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC). This includes systems like the Army Equipping Enterprise System Modern (AE2S-M) and its key modules. Should also be familiar with and able to extract relevant information from websites like the Cloud Equipping Program (cQUIP) and the Army Enterprise Systems Integration Program (AESIP).
- Must have the knowledge and skills identified in the previous sections, in addition to those required for the successful performance of specific tasks within the Directorate of Materiel (DOM). This includes providing analysis, reviews, and options in support of validation, prioritization, and approval of future warfighter requirements, as well as supporting the development of investment and resourcing options for Army and Joint programs. Also responsible for planning, programming, and budgeting for programs in accordance with Army decisions and supporting the overall Strategic Portfolio Analysis Review (SPAR) and Program Objective Memorandum (POM) build.
Security
Employment is contingent upon the ability to pass the pre-employment drug test and background check/security investigation per required level with the U.S. Government agency. The Senior Analyst SSO (FDB) will have an active Department of Defense Secret security clearance.
Applicants must be a U.S. Citizen to work in support of Federal agency. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations. Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment.

The Senior Analyst SSO (FDB) shall be professional in demeanor, responsiveness, appearance and deportment and may be required to interface with senior Government and industry officials in a supporting role to the Center and federal industry players.
