The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Assistant Contracts Administrator (Contract Specialist 3) position. This role is within the Operations Division and is based out of our Tumwater Office.

About the Position
Are you a seasoned contract professional ready to take on a high-impact role? We’re looking for an Assistant Contracts Administrator (Contracts Specialist 3) to lead and shape the contracting process for our agency.
In this pivotal position, you will serve as the agency’s top contract authority, taking the lead on the negotiation, development, and management of complex contracts, interagency agreements, data sharing agreements, leases, and MOUs/MOAs. You'll play a vital role in securing the goods and services that drive our mission forward.
You'll also serve as the go-to expert for resolving challenging contract issues—whether it’s a dispute, protest, or compliance question—ensuring smooth execution and alignment with state and agency policies.

This is a Washington General Service position. The monthly salary range for this position is $5,666 - $7,622.

The duties of the position include, but are not limited to:
- Manage and administer complex contracts, interagency agreements, data sharing agreements, leases, and memorandums for agreement.
- Ensures state (DES/OFM) and agency regulations and guidelines for contracting and procurement are followed, working with the Attorney General's Office as needed.
- Completes annual contracting and IT contracting reports as required by DES.
- Assists with the DES procurement risk assessment.
- Establishes policies and procedures to ensure compliance with contracts, including training other employees on proper contract administration items such as payments and filings.
- Prepare tax and regulatory surcharge billings, analyze insurance premium tax forms and provide assistance to insurance companies.
- Input payroll and insurance data.
- Prepare purchasing documents for approval.

Required Qualifications:
High school diploma or GED
AND
*Four (4) years of full-time (40 hours per week or equivalent) professional experience within a finance, accounting or payroll office.
*A degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute year for year for professional work experience.
AND
Three (3) years of full-time experience (at the journey level or above) in negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis or contract compliance administration.
Required Knowledge, Skills and Abilities:
- Demonstrated experience building rapport and effectively communicating with stakeholders during the contract process.
- Intermediate Microsoft Word and Excel skills
- Basic Microsoft Outlook skills
Preferred/Desired Qualifications:
- Demonstrated knowledge of Washington State regulations, policies and procedures related to contract administration, including preparation, terminology, development, and negotiation.
- Six months of HRMS experience.
- Certified Professional Contract Manager (CPCM) certificate or Certified Contract Management Associate (CCMA) certificate.
- Bachelor’s degree in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.
