Candidates must possess recent experience (within the past 8 years) demonstrating expertise in Navy financial management, including but not limited to:
Proven track record as a Financial Manager responsible for planning, directing, coordinating, and analyzing accounting and financial activities.
Expertise in resource allocation and providing recommendations for alternative funding methods to achieve financial program objectives.
Recent and relevant Navy shipboard financial management experience including:
Serving as OPTAR Financial Records keeper.
Generating Budget OPTAR Reports (BOR), Financial Transmittal (TL) reports, and other monthly financial reports in compliance with CNSP guidance.
Familiarity and hands-on experience with the Government-wide Commercial Purchase Card Program (GCPC), including responsibilities as an Approving Official (AO) and knowledge of cardholder regulations and processes.
Proficiency utilizing logistics and supply management systems such as RSUPPLY, One Touch Supply (OTS), and a solid understanding of Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP).
Demonstrated experience processing monthly Obligation Validation Reports (OVR), previously known as Unfilled Order Listings (UOL), and Difference Listings (DL), specifically emulating Summary Filled Order/Expenditure Difference Listings (SFOEDL).
We are seeking an experienced Financial Analyst III to serve as Lead Analyst, responsible for comprehensive oversight of financial management activities supporting Navy operations. This individual will act as the primary liaison between the government and contractor team, ensuring seamless daily operations, timely reporting, and compliance with all Navy financial guidelines. Candidates must have recent (within the past 8 years) Navy shipboard financial management experience and maintain an active Secret-level clearance.
