Job Description
Reports to the Executive Director, Community Impact. Under general supervision the Manager, Grants & Partnerships plays a pivotal role encompassing both pre-award and post-award activities across Beacon Health System (BHS). This position strategically oversees a variety of tasks including procuring, researching, developing, monitoring, and evaluating new and/or renewal grant proposals aligned with organizational priorities. The manager drives s high impact grant initiatives in support of BHS goals. This leadership role ensures cohesive coordination and alignment across all departments and community stakeholders to foster sustainable and scalable outcomes. The Manager functions as a cross-functional leader, collaborative agent, consultant, and grant specialist with leaders and external community partners. Participates in strategic planning activities with a primary focus on initiatives which have the potential to improve the health status of the community. Functions as the department's primary leader with granting agencies, providing comprehensive investigative, educational, and communicative follow-up. Champions data-informed decision-making and serves as a subject matter expert on grants administration, funding strategy, and partnership development. Develops, monitors, and manages standardized systems for grant procurement and implementation practices. Develops and maintains an organized resource library. Furthermore, this leader adeptly manages all facets of grant-funded projects, demonstrating operational excellence and strategic foresight from project inception to completion. Leverages advanced business knowledge and project management expertise to optimize funding outcomes and maximize community impact.

Job Responsibility
Leads and manages a variety of activities for researching procurement, development, evaluation, and submission of proposals for grant application and grant renewal by:
- Establish and support grant prospecting for all of Beacon Health System (BHS) and Beacon Medical Group (BMG)
- Leads, guides, and trains different service line leaders across the system to effectively engage in grant prospecting and application processes, including conducting workshops, providing one-on-one coaching, and developing training materials to ensure successful post-award grant management.
- Conducts comprehensive research for potential grants for future applications that are aligned with Beacon Health System's strategic priorities.
- Develop strategic action plans and timelines for grant applications including determining the need, creating the scope of work and intervention, establishing goals and metrics, and drafting a budget.
- Create, coordinate, and/or present related papers and/or research reports, as directed.
- Manage the coordination and submission of federal, state, and private grant proposals (in collaboration with Beacon Health Foundation), preparing progress or renewal reports per established schedule or agreement.
Oversee and manage grants post-award by overseeing grant compliance, project/program planning and budget tracking and maintenance:
- Responsible for reporting on the progress and financial status of grants, coordinating with managers, supervisors, and/or project director to ensure timely and accurate reporting, providing training and technical assistance to program staff on grant reporting,
- Oversees the financial aspects of grants, such as reviewing and approving invoices, investigating and resolving billing errors, creating and updating budgets, and managing audit requirements.
- Ensures compliance with all applicable regulations, such as understanding and interpreting the Code of Federal Regulations (CFR), Uniform Audit requirements and Beacon Health System policy,
- Develops and updates rolling budgets and trackers in collaboration with a project lead and designated grant lead upon new award, reconciliation, and/or extension of funds.
- Approving all PMS (Payment Management System) for federal (HRSA) grants.
- Writing, updates, and approves all Memorandums of Understanding (MOUs) and amendments to MOUs. Collaborating with project directors and contractual partners to ensure the signature of MOUs.
- Act as fiscal agent for community partners who are awarded grants with the responsibility of managing budgets, grant progress reports, and ensuring projects are completed on time.
Leads and performs the role of collaborative agent, consultant, and grant-specialist with Beacon leaders and community partners by:
- Organizes and leads community service providers and other civic leaders through research methods such as focus groups, town hall meetings, surveys, interviews, etc. to facilitate data collection, needs assessments, problem identification and resolution, and two-way communication.
- Researches and analyzes local issues/problems and trends in the community, analyzing results, and recommending appropriate strategies to meet health and human service needs of community residents.
- Coordinates and oversees special projects, including but not limited to, collecting statistics for community development, documenting community benefit service reports, and designing measurement tools to evaluate community outreach activities.
- Provides leadership, effective interaction, coaching, and communication to develop grants-writing skills in others, and to enhance overall Beacon grants and the external support capacity.
- Consults with department directors or their designees to learn the needs, goals, and existing programs that relate to improvement of community health status, as assigned.
- Directs and oversees grant owners on claims and finance related to State grant-funded projects, approving all claims for non-WIC grants before submission and acts as interim or permanent grant owner when necessary.
- Leads collaboration with key stakeholders including managers and finance on Federal grants and expenses.
- Analyzes and manages the review of data contracts and working with the privacy office on outstanding questions regarding data privacy and security and collaborating with the partner on contract updates and revisions as needed.
- Coordinates and administers collaboration with the executive director on grant budgets for the system and inputting the budget into HBI or the relevant financial management system.
Functions as the health systems primary link with granting agencies at the federal, state, or regional level by:
- Attending and representing Beacon Health System at seminars and informational briefings on current or future grant-funded projects.
- Conducting comprehensive investigations to gather key data, measurement instruments, and evaluation tools needed for grant procurement.
- Facilitating and standardizing systems of effective follow-up to compliance requirements of granting agencies and providing consultation to project directors and grant owners to assure that contractual requirements are fulfilled.
- Maintaining proactive contact with agencies through letters, reports, and telephone calls to appropriate individuals and board members.
- Maintaining membership and professional affiliation with related organizations.
- Managing and overseeing audit requirements, both internal and external. This includes preparing information, ensuring information is provided as requested, and creating policies and processes as required.
Develops and maintains an organized resource library by:
- Conducting literature searches as appropriate.
- Leveraging community resources as appropriate in conjunction with grant proposals.
- Identifying and continuously scanning information sources for potential grants; sharing significant grant opportunities with key individuals in Beacon departments.
- Participating in and leading related conferences and continuing education sessions and reading current professional literature.
- Streamlining processes and improving efficiency, by working closely with the health equity and outcomes team to ensure continuous improvement within the office.
Contributes to the overall effectiveness of the department by:
- Being watchful for opportunities to enhance existing programs within Beacon.
- Proactively identifies and resolves problems.
- Stays up to date on best practices and trends.
- Completing other job-related assignments as directed.

- Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.
- Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self.
- Adheres to regulatory agency requirements, survey process and compliance.
- Complies with established organization and department policies.
- Available to work overtime in addition to working additional or other shifts and schedules when required.

Job Qualifications
Education and Experience
- The above level of knowledge, skills, and abilities are required through the successful completion of a master's degree (MBA, MS or MA) in Social Work, Psychology, Counseling, Communication, Health Promotion, Business Administration or a related field and minimum three years professional and successful experience in community organization where effective grant writing and grant management skills were demonstrated.
Knowledge & Skills
- Demonstrates high level knowledge of grant writing, marketing research, and strategic analysis processes in order to prepare grant proposals, effectively analyze and compile market data, summarize project information and statistics, and prepare recommendations and reports.
- Demonstrates high level of communication skills, effective verbal techniques, and proficient writing skills necessary to make presentations and prepare clear, accurate, and comprehensive proposals, applications, letters, and reports.
- Demonstrates high level of interpersonal skills in order to project a positive image that is consistent with BHS' values and requires the ability to quickly establish rapport and team relationships with staff and deal effectively with community service providers, civic leaders, and individuals from other community agencies.
