POSITION SUMMARY: Manage the Mechanical estimating department, including operating budgets, staffing, work assignments, salary and performance reviews. Oversees the development of various types of estimates from early stages to on-going projects. Leads in the development of the strategy for the estimating team. Is responsible for review and approval of all final estimate packages for projects. Coaches and mentors other estimating staff.
Position Duties
- Thorough knowledge and understanding of NAC'S Health, Safety, and Environment policies and procedures as per the roles and responsibilities within the HSE Manual.
- Coordinate and direct full cycle estimates, making detailed plans to accomplish goals and directing the integration of technical activities.
- Prepare and/or coordinate full cost estimates on conceptual, design-build or general tender work and coordinate proposals for assigned estimating projects.
- Create and maintain strong relationships with suppliers, vendors, and internal stakeholders.
- Develop and implement policies, standards and procedures for the work performed in the department.
- Encourage and promote open communication and trust with the engineering team; lead by example.
- Recruit employees; assign, direct, and evaluate their work; and oversee the development and maintenance of staff competence. Approves time off for payroll purposes, and prepares and reviews employee performance evaluations, mentors and develops staff.
- Manage multiple bids and perform as a liaison between estimating team and VP.
- Revise estimates and implement required changes.
- Monitor and ensure the bid format meets clients’ standards.
- Coordinate bid inputs from all organizational departments.
- Coordinate with subcontractors to receive input on pricing on labour, materials and other costs.
- Participate in pre and post-bid meetings as required.
- Perform as liaison with Project Management Team when the tender is awarded and becomes a job.
- Work closely with the Purchasing Team to ensure purchasing strategies are maximized.
- Review, provide feedback and evaluate the performance of Estimators.
- Participate in developing the annual Estimating Department Support Plan, budget and policies and procedures.
- Accountable to meet or beat the department budget.
- To review and complete the bid forms and ensure that they are within the given specifications.
- To perform the evaluation of bids and provide the pricing in a timely manner.
- To conceptualize layouts for the project and review all estimates before they are submitted.
- Manage, coach and develop a high-performing estimate team that meets agreed objectives and which delivers best practice results, added value and continuous improvements.

Qualifications
- Post-secondary degree or diploma in construction/engineering, Construction Technology, or an appropriate field.
- Mechanical trade certification is an asset.
- Effective leadership skills and proven people management experience
- Expert level typically with a minimum of eight+ year’s industry experience and estimating.
- Ability to read and interpret building specifications, drawings and as-builds.
- Mathematical skills and analytical skills necessary to do material and labour estimates.
- Mathematical skills and analytical skills necessary to interpret job cost reports.
- Ability to use cost-estimating software to prepare cost quotes and bids.
- Strong working knowledge of Microsoft Office (excel, word, etc.)
- Proficient with tender drawings and specifications.
- Effective verbal and listening communications skills.

- Ability to work in a team environment with a minimum of supervision.
