The Manager of Decarbonization Planning and Strategy (“Manager”) is a unique role that plays a central role in guiding SVCE’s ambitious decarbonization strategy. Under general direction of the Director of Decarbonization and Community Strategies, the Manager of Decarbonization Planning and Strategy, serves as the in-house technical expert on electrification technology and provides analytical and advisory support across the organization. The Manager leads the development, updating, and monitoring of SVCE’s Integrated Decarbonization Roadmap.
The Manager provides strategic support to the Policy and Planning team by conducting the analysis necessary to inform planning activities, strategies, and state reporting initiatives that enable long-term deep decarbonization. Serves as a key liaison between the Policy and Planning team and the Programs Team and the Analytics team to ensure alignment across the organization. Provides technical and strategic expertise across the organization on fuel switching technologies, policies, and strategies. Maintains expertise in a variety of emerging technologies, policies, and codes essential to advancing electrification in SVCE territory. The Manager has deep technical expertise and serves as a thought leader in external coalitions to build SVCE's influence and impact.
Supervision Received and Exercised
This position reports directly to the Director of Decarbonization and Community Strategies. Management of consultants and contractors is expected. This position has no direct reports.

Requirements:
Essential Functions
Applicants should have deep technical expertise in building and transportation electrification with knowledge of the general California policy landscape that supports electrification. In addition, practical hands-on experience designing, implementing, maintaining electrification projects is helpful for this role.
Decarbonization Planning, Monitoring, and Reporting
- Lead for Decarbonization Roadmap the planning strategy that outlines how SVCE’s will meet its 2045 greenhouse gas reduction goals
- Provide assessment of electrification and other demand related load growth to inform SVCE’s GHG and power supply forecast
- Develop and maintain a comprehensive set of decarbonization reporting metrics
Learning and Policy Innovation
- Curate and assess learnings from across SVCE’s program, rate pilots, and innovation pilots and translate these learnings into public presentations, white papers, and other materials that can inform SVCE’s work and larger policy efforts
- Design and implement policy innovation pilots that test potential electrification scaling strategies in the field
- Provide technical oversite for SVCE’s neighborhood decarbonization pilot efforts, contractor engagement efforts, and others
In-House Technical Advisory Support
- Serve as the in-house expert in electrification technology such as heat pumps and EV charging
- Support enhancing and expanding SVCE’s analytics capabilities, including customer bill impacts, decarbonization and electrification forecasting, and rate optimization
- Provide deep technical perspective to support and inform residential and nonresidential customer programs, policy advocacy, and organizational decision-making
- Supports DERs, VPP, load shifting, and rate design as needed
- Emerging technology tracking and monitoring
Knowledge, Skills, and Abilities

Knowledge and Skills:
- Knowledge of electrification technologies such as heat pump water heaters, heat pump HVAC, and EV charging equipment (what makes them effective, ineffective, and the technical barriers and opportunities to widescale adoption); practical experience in installing, testing, using, engineering such equipment is a plus
- A passion for emerging technology and the theories of market transformation that help move nascent technology to scale
- Knowledge of California’s energy, climate change, and decarbonization legislative landscape
- Familiarity with policies and procedures at the CPUC, CEC, and CARB and electrification
Abilities:
- Superior project management skills, including managing multiple priorities
- Superior people management experience and skills
- Self-directed and comfortable operating in a dynamic, fast-paced start-up environment
- Ability to synthesize complex analytics into concise presentations and written materials
- Ability to work independently or in a team, as needed
- Excellent written and oral communication skills
Required Qualifications
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
- A Bachelor’s Degree from an accredited university or college in science, technology, engineering, mathematics, economics, public policy, environmental science, or a related field
- A Master’s Degree in the a forementioned fields can substitute for up to one year of the required experience
- A Doctoral Degree in the aforementioned fields can substitute for up to three years of the required experience
Experience:
Eight (8) to fifteen (15) years, depending on level, of progressively responsible experience decarbonization programming, policy, and/or planning activities at an electric utility, regulatory agency, cleantech company, or similar organization.

Work Location & Requirements:
- SVCE is a Hybrid work location out of Sunnyvale, CA.
- Onsite attendance required as needed by the supervisor, team, and department.
- Required attendance for company Quarterly-In-Person-Days.
- Occasionally needed for Monthly Board Meetings – second Wednesday of the month; approximately 5:30 – 10:00 pm.
- Valid California Class C driver’s license required.
- Ability to perform standard office-based physical activities with reasonable accommodations.
Environment
Work is performed in a typical office setting with exposure to computer screens and at public events (fairs, meeting rooms, farmers’ markets, etc.) with moderate noise and will require some evening and weekend work. The noise level in the work environment is usually typical of an office environment and public events.
