About USGS, EROS
The U.S. Geological Survey (USGS), Earth Resources Observation and Science (EROS) Center has a requirement to provide armed security services for physical protection. The EROS Center is considered a Level III facility with scientific investigations, computer software and hardware engineering, archival and retrieval systems of satellite and high-altitude imagery data of the Earth.
EROS archives and processes remotely sensed images of the Earth's land surface. These data are acquired by civilian satellites and aircraft and used to study a wide range of natural hazards, global environmental change, and economic development and conservation issues. EROS staff members manage and distribute these data to scientists, policy makers, and educators worldwide.

The USGS, EROS Security Services Contract performs continuous protective services in shifts as required 24 hours per day, 365 days per year to monitor the interior and exterior of USGS, EROS. The Security Guard II will work variable shifts/hours Monday through Friday (excluding Federal holidays) to ensure proper contract execution.
All part-time employees receive a Base Hourly Rate plus a Health & Welfare rate of $4.93 per hour for up to 40 hours per work week, which is received as pay in lieu of benefits. If offered, or transitioned, to a full-time employee (working consistently 30+hrs/week), the Health & Welfare rate serves as an allowance for benefit elections (pre-tax). Depending on the election choices, upgrades, adding dependents, etc., an employee's total election may exceed the allowance, thus requiring deduction from earnings. Valid proof of alternate medical coverage is required for pay in lieu of benefits when waiving/declining Montech benefits.

General Responsibilities
The Security Guard II must maintain a secure environment in which visitors and employees can conduct the business of the USGS with confidence.
Ensure post is properly relieved before leaving or taking a break.If a post is operational during specified hours, the last guard shall leave at the end of the post's duty hours only after properly securing the post.Attend roll call/guard mount prior to assuming duty for briefing on any changes to post assignments, other significant security issues, and/or to pass on information.Enforce regulations and procedures designed to prevent breaches of security.Exercise judgment and use discretion in responding to incidents and emergencies, determining whether to intervene directly, ask for assistance as time permits, keep situation under control or surveillance, or to report incident or situation to the appropriate authority for handling.Security Guard Booth: Check all incoming vehicles for employee parking tags. Screen all visitors; record and issued a day parking pass.Main Lobby Guard Post: Screen all visitors, new employees, and service workers through this post.Security Control Center (SCC): Monitor access alarms, digital camera system, and building automation alarms.Employee Entrance Post: Spot check employee property (purses, briefcases, computer bags, etc.), verifying property passes, validation and verification of employees IDs, and other tasks as identified by PWS.Rover: Conduct indoor/outdoor roving security patrols, consisting of routine patrols and inspections of Government property and facilities. This position is the primary first responder called to incidents and emergencies, and also conducts counter surveillance operations.Screen all delivery vehicles, scree and inspect all mail and packages entering the site, and operate the package screening x-ray scanner system in the receiving area of warehouse.Meet rigorous physical fitness standards.Maintain training certifications.Account for all firearms.Clean and oil firearms in accordance with weapons manufacturing specifications and/or as necessary to ensure optimum operating conditions.Handle firearms in a safe and prudent manner.
Personnel on Contract
The Security Guard II is a member of the Montech Inc. contract. Montech will ensure all personnel possess the necessary education, training, qualifications and experience to accomplish the requirements identified in the Performance Work Statement (PWS). Training in support of this position will include:
Firearms Training and Qualifications (DHS/FPS)The Security Guard II must be 9MM or .40 Cal firearms qualified.Firearms qualifications shall be conducted using the employee's actual service pistol as approved by PWS.Annual firearms requalification requires the employee's ability to receive a passing score on the Practical Pistol Course (PPC).CPR/AED/First Aid TrainingCPR and AED training and certifications shall be valid for a period of one (1) year.Upon the one-year expiration of the CPR and AED certifications, the

The Security Guard II must meet the education, experience, health, language proficiency and suitability requirements. The Security Guard II must have the ability to speak fluent English, understand English, read, understand, and apply printed rules, detailed orders, instructions, and training material.
The Security Guard II must be physically capable of performing the duties of their post. Employees who sustain a physical injury or illness that prevents them from performing the duties of this Contract will be removed from the Contract until their condition is medically resolved.
The Security Guard II must successfully pass initial and subsequent annual physical examinations.
Vision:Visual acuity in each eye shall be correctable to 20/30 (Snellen) with eyeglasses or contact lenses. If the uncorrected distance vision is not at least 20/40 in the better eye, the employee shall carry an extra pair of corrective lenses. Near visual acuity, corrected or not, shall be at least 20/40 in the better eye. Field of vision must be at least seventy (70) horizontal meridians in each eye.Ability to distinguish red, green, and yellow colors is required. Loss of vision in one eye is disqualifying.Glaucoma will be disqualifying, unless controlled by acceptable medical or surgical means, provided that such medications, as may be used for control, do not cause undesirable side effects, which adversely affect the individual's ability to perform assigned security duties.Where corrective eyeglasses are required, they shall be of the safety glass type. The use of corrective eyeglasses or contact lenses shall not interfere with an individual's ability to effectively perform assigned security job duties during normal or emergency operations.Hearing:Individuals shall have no hearing loss in the better ear greater than thirty (30) decibels average at 500 Hz, 1,000 Hz, and 2,000 Hz, with no level greater than forty (40) decibels at any one frequency (by ISO 889 Standard Reference Zero for the Calibration of Purtone Audiometer (1975) or ANSI S3.6-1969 (f. 1973) Specifications for Audiometers.A hearing aid is acceptable provided that suitable testing procedures demonstrate auditory acuity equivalent to the above-stated requirements.The use of a hearing aid shall not interfere with the effective performance of the individuals assigned security duties during normal or emergency operations.Medical Condition:Individuals who have a medical condition that could affect their ability to perform their assigned security duties shall provide medical evidence that the condition can be controlled to the extent that there is minimal risk that they will be unable to carry out their responsibilities.Disease – Individuals shall have no established medical history or medical diagnosis of epilepsy or diabetes, or where such a condition exists, the individual shall provide medical evidence that the condition can be controlled with proper medication so that the individual will not have a seizure, or lapse into a coma or unconscious state while performing assigned duties. Any other disease or condition which interferes with the full performance of position duties is also grounds for medical rejection.Addiction – Individuals shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having completed a rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned Security Officers' duties.Mental Health – Individuals shall be emotionally and mentally stable with no history of any basic personality disorders. The Contractor shall provide supervisors with information and support necessary to recognize indications of emotional instability among their personnel.Medical Evidence of Recovery – An individual who has been incapacitated due to a serious illness, injury, disease, or operation, which could interfere with the effective performance of assigned security duties shall, prior to resumption of such duties, provide medical evidence of recovery and ability to perform such security duties.
Qualifications
Security Guard II must have a high school diploma, or equivalent (GED) with at least one (1) year of experience demonstrating the following: any security experience that may have equipped the employee in meeting the requirements and any applicable military service that may be credited toward meeting those requirements.
Disqualifiers (all contingent for employment):
No call/no show for scheduled interview. No candidate will be reinterviewed without proper/advanced communication.Failing Federal background investigation (must have clear record of criminal, employment, and credit history). Items that require explanation/supplemental documentation to investigators and could be disqualifiers of a Federal background investigation include:Current charges for any violation of law.Past seven (7) years of: conviction; imprisonment; probation; parole; felonies; firearms; misdemeanors; and all other offenses.Delinquency of Federal debt: Including Federal taxes, loans, overpayment of benefits, and other debts to the U.S. Government.Past five (5) years of employment history: termination due to being fired; debarred from Federal employment; quitting after being told you would be fired.Failing Pre-Employment drug test.Failing Physical Examination (Physician must clear as physically/mental fit for duty and without limiting conditions).Failing Firearms/Marksmanship Examination
Security
The Security Guard II must be able to obtain and maintain a Department of Interior (DOI) Public Trust security clearance. The suitability/background investigations will be conducted by the Government in conjunction with the security guard licensing process.
HSPD-12 Credentialing Standards.Access to Sensitive and Classified Information.Each employee must complete fingerprint forms that are required to have a NSI clearance to work at the site.

The Security Guard II must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government. All personnel are required to wear the prescribed uniform while on duty. They shall maintain a clean and neat appearance and not wear dirty or wrinkled clothing. Uniforms will be sized correctly for each employee and not show signs of excessive wear. The goal is to present a positive image to the public.
The Security Guard II must present a professional demeanor at all times while on site. The Security Guard II shall treat all persons with courtesy and respect; striving to earn positive feedback of customers.
Any notification from Government to Montech notifying that the employee has compromised the security requirements will warrant immediate termination from employment on the contract.
