Overview
Montech Inc. is currently seeking a qualified Senior Analyst (FDJ) – Integration (Senior Analyst FDJ), a key personnel position within the Joint/Army Requirements Integration and Assessments (FDJ) Support. The Senior Analyst (FDJ) shall provide options based on ACIDS/JCIDS standards, studies, and analyses regarding the of development of warfighting capability requirements, force modernization, and rapid prototyping/fielding, and shall provide assessments on the results of the implementation of changes to those methods and policies. Further, the candidate for this role will possess the ability to coordinate, develop, and integrate requirements options based on JCIDS/CCIDS/ACIDS standards for Army senior leaders.
Place of Performance
The Senior Analyst (FDJ) shall perform duties on site at a designated government facility in the National Capital Region (NCR).
Hours of Operation
The Senior Analyst (FDJ) will have an eight-hour workday, totaling a 40-hour week between the hours of 0700 through 1800, Monday - Friday except Federal holidays.
Responsibilities
The Senior Analyst (FDJ) provides the following areas of support:
- Provide options based on ACIDS/JCIDS standards, studies, and analyses regarding the development of warfighting capability requirements, force modernization, and rapid prototyping/fielding. The contractor must also provide assessments on the results of the implementation of changes to those methods and policies
- Provide analysis, reviews, and options regarding the establishment or revision of Army policies and procedures in accordance with AR 71-9 Warfighting Capabilities Determination.
- Provide analysis and develop possible options or courses of action for government consideration to improve or refine the requirements determination process
- Shall provide analysis, reviews, and options regarding the establishment or revision of Army policies and procedures IAW AR 71-9 Warfighting Capabilities Determination concerning the development of Army requirements via the ACIDS process and implementation of CJCSI 5123.01 JCIDS and the JCIDS Manual.
- Provide analysis and assist provide analysis and develop possible options/courses of action for government consideration to improve or refine the requirements determination process, and other processes affecting the delivery of materiel capabilities to synchronize and integrate current and future requirements to best meet the needs of the Army Soldier and Joint Warfighter.
- Provide analysis, reviews, and options in support of the validation and approval of future materiel requirements to include validation of Army and Joint documents (A-CDD, ICD, IS-ICD, CDD, IS-CDD, CDD-U, DCRs and others) by the AROC and / or JROC; advise the AROC Working Group on JCIDS policy, ACIDS processes, and guidance directed by Army Senior Leaders; ensure briefing content follows specified standards and SOPs and provides the necessary information to make informed decisions; advise requirements stakeholders including DOM divisions on briefing structure and content for ARBs, ACBs, and AROCs as well as FCBs, JCBs and JROCs; assist with set up and execution of FCBs, JCBs, and JROCs and ARBs, ACBs, and AROCs and prepare EXSUMS, JROCMs/AROCMs, and approval documentation as required.
- Assist in the staffing and coordination of requirements products; manage and integrate information in KMDS/CAMs for assigned portfolios; communicates status of requirements through the required approval processes. Performs mission analysis of potential requirements and prepares and briefs requirements approval documents.
- AOs for the Secretariat Branch, and the Requirements Integration Support Officers (RISOs) for FDD/FDH, FDI, and FDV require TS-SCI clearances.
- Coordinates all AROC forums for the Army (ARBs, ACBs, AROCs, and associated small group events). Assists with the execution of JROC forums as needed by division leadership; ensures the Army Modernization Enterprise receives all necessary information to support participation in AROC forums including but not limited to readaheads, SVTC and GVS information, and the correct DTG; maintains the SIPR Intel portal that serves as a data base for key requirements information and documents, AROC schedule on Outlook calendars, and AROC schedule on SharePoint; coordinates with JROC RISOs to ensure JROCs, JCBs, and FCBs are forwarded for HQDA distribution; conducts analysis and monitors requirements activities to ensure actions get completed in support of Army Senior Leaders, Soldiers, and Joint Warfighters including directed actions / taskers, and executive correspondence (executive summaries, AROC decision memorandums, and other critical correspondence) as required by division leadership; works with the Executive Control Cell to ensure RAHs, information papers, and meeting preps are coordinated for the CSA and VCSA for Army and Joint requirements forums.
Qualifications
The Senior Analyst (FDJ) shall possess a minimum of a Minimum of a bachelor's degree in a directly related career field from an accredited college, such as Business or Engineering. Additionally, candidates must have a minimum of four (4) years of experience and expertise in Force Development or related duties.
- Must have the ability to coordinate, develop, and integrate options based on JCIDS/CCIDS/ACIDS standards, studies, and analyses regarding the development of warfighting capability requirements, force modernization, and support rapid prototyping/fielding efforts led by ASA/ALT.
- Must possess the staff skills necessary to conduct reviews and analyses of JCIDS documents related to various oversight councils and boards, such as the Joint Requirements Oversight Council (JROC) and the Army Requirements Oversight Council (AROC).
- Responsible for preparing leadership in advance of these venues and providing relevant analysis, including the recommended DCS G-8 position on proposed requirements.
- Must understand the processes and procedures outlined in DOD Instruction 5000.2, which pertains to the operation of the Defense Acquisition System. Must also possess the staff skills needed to conduct reviews and analyses of acquisition documents.
- Required to extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC). This includes systems like the Army Equipping Enterprise System Modern (AE2S-M) and its key modules. Should also be familiar with and able to extract relevant information from websites like the Cloud Equipping Program (cQUIP) and the Army Enterprise Systems Integration Program (AESIP).
- Must have ability to provide expert advice and support to Army Senior Leaders in support of both Joint/Army requirements processes to include participation Joint/Army led requirements forums.
Security
Employment is contingent upon the ability to pass the pre-employment drug test and background check/security investigation per required level with the U.S. Government agency. The Senior Analyst (FDJ) will have an active Department of Defense Top Secret/SCI security clearance.
