Stanley Consultants is seeking a Project Programmer to be based on site with our U.S. Air Force client at Misawa AB in Misawa, Japan. Upon being successfully awarded our future contract, you will be responsible for the advancement of installation planning and the development of end user requirements for works ranging in value from $100,000 to over $3 million in support of a proposed mission change. The position will include translating project requirements into DD Form 1391 documents with parametric cost estimates. Work will require coordination with using organizations, base agencies, and higher headquarters. Experience in performing Air Force project programming and asset management is highly desired.
Description of the project includes:
The main objective of the project is to provide on-site Architect-Engineering (A-E) Services to support the establishment and development of program and project requirements and sustaining of infrastructure programs, including documentation to support funding and execution of a proposed mission change. While still being reviewed, the preponderance of work will likely involve renovations to and rehabilitation of existing facilities and infrastructure or tailoring of new Government of Japan-funded facilities and infrastructure for US-only use.
What You Will Be Doing:
- Plan, organize, communicate, and coordinate project planning and programming engagements
- Establish the client's requirements and develop programming documentation (e.g. DD Forms 1391)
- Provide design management support to include project coordination, development of procurement documentation, review deliverables from contractors for accuracy and provide technical subject matter expertise to the client on engineer programmer/planner matters.
- Develop, present, and publish installation and headquarters/command level planning, programming, and budgeting submissions in support of a proposed mission change, associated installation programs, and related projects.
- Update the Air Force’s current system of record (TRIRIGA). The overall program is expected to be predominantly Facility Sustainment, Restoration and Modernization (F/SR&M) funded projects.
- Prepare and maintain budget justification documents for coordination through higher headquarters.
- Track and report comprehensive project programming status including siting, approvals, permitting, programming, and requirements development.
- Meet with agencies such as Air Force, U.S. Army Corps of Engineers (USACE), Government of Japan, and contractor representatives as necessary during the term of a project/program development.
Required Qualifications:
- Bachelor’s degree in Engineering, Architecture, or Construction Management
- Five or more years of demonstrable experience in programming F/SR&M projects and developing DD Forms 131 and associated budget documents, particularly with Air Force, is highly desirable
- Experience with cost estimating tools, such as PACES, MCACES, and RS Means
- Familiarity with Military Construction (MILCON) Economic Analysis requirements
- Excellent oral and written communication and interpersonal skills
- Excellent report writing skills
- Ability to work effectively with a diverse and multi-discipline team
- Good communication and presentational skills
- Ability to work in a diverse and multidiscipline team
- Evidence of working collaboratively with clients and suppliers to deliver positive results

Stanley’s Approach to Flexibility
