The Manager of Clinical Operations is responsible for functional and operational oversight and clinical services for assigned programs inclusive of clinical supervision and service delivery management, quality management and program development/grant management. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.
Essential Functions| Duties & Responsibilities:
- Providers oversight for Ryan White, HIV Prevention/Special Populations, and Primary Care Medical Case Management for the department’s effectiveness, compliance, and sustainability.
- Prepare and submit monthly and quarterly reports for Ryan White Part C (RWPC) program funders and quarterly reports for Ryan White Part B (RWPB) AIDS Foundation of Chicago (AFC) funders, in collaboration with the care, finance, and grant management teams.
- Supervises and prepares performance evaluations for direct reports and oversees all evaluations of staff within the assigned department.
- Approves hiring, discipline, promotion, termination and other relevant employment transactions, within defined parameters and following protocols.
- Conduct weekly and monthly meetings with direct reports to give an overview of performance, needs, and corrective steps for a standard of excellence. Provide coaching and support for successful programs.
- Develops the service plan(s) and service delivery model(s), in conjunction with HAH senior leadership team.
- Develops and maintains quality management systems for program delivery, in conjunction with HAH Quality Improvement Plan, and periodically makes appropriate tests of the system.
- Conducts reviews of Ryan White data points, continuous quality improvement actionable plans, workflows and patient satisfaction.
- Develops quality improvement initiatives and ensures improved quality outcomes of the Programs and additional clinical operations, as requested by the program director.
- Manage the implementation of HAH HIV Quality Plan’s Key Objectives.
- Works with the Data management team in improving the existing workflows for data collection and creating PDSAs to improve the data collection processes.
- Assists the Program Case Managers with establishing a Consumer Advisory Board that meets monthly to discuss program services and satisfaction.
- Reviews program outcomes and identifies opportunities for improvement, works closely with Directors to develop corrective action steps, and monitors outcomes.
- Develops strategies to improve interdepartmental referrals and collaborations across the spectrum of the case management programs.
- Attends external and internal meetings, providing a summary of urgent landscape trends, critical issues, and performance outcomes and opportunities for upper management.
- Participates in initiating new relationships with partner organizations across the service area.
- Ensures all department employees are trained in all facets of the position and ensures department documentation is completed in a thorough, accurate and timely fashion.
- Participates in Management Team meetings and acts as Chairperson as scheduled.
- Conducts internal and external trainings, as requested.
- Develops long-range plans, periodic assessment reports, success objectives and other significant strategies and/or systems.
- Ensures the accuracy, substance and timeliness of reports, projects, schedules and other relevant work products.
- Ensures department is continually designing new programs, implements and evaluates new programs in regards to clinical services according to professional standards of practice and HAH core competencies.
- Ensures compliance of program with the standards of the Organization, subsidiary organization, the Medicaid Rehabilitation Option (MRO), Division of Mental Health (DMH), Division of Alcohol and Substance Abuse (DASA), Medicaid and the Rehabilitation Accreditation Commission (CARF).
- Adheres to professional standards as outlined by governmental bodies, American Psychological Association (APA), National Association of Social Workers (NASW), Illinois Alcohol and Addictions Certification Board (IAACB), and private funding sources.
- Assists in the development of Organization plans/policies related to professional standards.
- Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards.
- Provides medical case management services to a specific Ryan White case load, as may be assigned by the Program Director.

Education and Experience:
- Bachelor’s degree or higher in social work/psychology/healthcare/related human service or medical field and five years of experience in healthcare.
- Experienced in system development and integration, performance metrics and program development and operational management, strategic planning, and data analytics.
- Proven experience and understanding of best practices for developing solutions, and project management which involves organizing, planning, and overseeing the execution of projects.
- Proficient in Microsoft products, data management, and key performance indicators development.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
- Fluency in a second language may be required.
- Ability to write reports, correspondence, and instructions.
- Ability to effectively present information and respond to questions from staff, managers, participants, vendors, and the general public.
