DEFINITION/PRIMARY FUNCTION
-
The Certified Application Counselor facilitates enrollment of uninsured and underinsured patients and community members into a Qualified Health Plan through the Marketplace and/or other health coverage programs such as Medicaid and CHIP, and assists qualified individuals in making informed decisions on the selection of a health plan. The Certified Application Counselor must be well-versed in federal and state regulations as well as knowledgeable about community resources in order to inform patients about their eligibility for MassHealth, Qualified Health Plans (including ConnectorCare), Health Safety Net, Medical Hardship, prescription assistance programs, or to link eligible patients with free or reduced cost primary and specialty care services when possible

POSITION QUALIFICATIONS (Minimum qualifications are required unless stated otherwise.)

Experience:
-
At least two years of professional or paraprofessional experience in social work or social casework, claims adjudication, job placement, recruitment, employment counseling, vocational or rehabilitation counseling, credit investigation, educational counseling, legal advocacy, legal counseling, or a position that requires successful navigation of direct client-contact relationships.

Education and Training:

A Bachelor's degree may be substituted for the required experience.

License, Certification & Registration:

CAC - Certified Application Counselor within 3 months of hire

Ability to write clearly and concisely, and communicate effectively
Genuine service-orientated attitude with a commitment to effective customer service and concern for others' needs
Skilled in active listening, demonstrating the ability to listen to what people say and ask questions when appropriate
Keen attention to detail and highly organized with a strong ability to successfully multi-task; must have the capacity to navigate a computer while on the phone
Ability to display sound judgment coupled with maintaining composure in difficult situations
Excellent analytical and problem solving skills
Comfort working under significant pressure to meet unanticipated demands and tight time constraints
Ability to maintain accurate records on information provided either orally or in writing
Proficient usage of Microsoft Office products, specifically Outlook, Word, and Excel
Proven ability to research and analyze complex financial, tax and insurance documents as well as the capacity to assess the value of assets and income is preferred
Proven ability to read, interpret, apply, and explain federal, state and local social services regulations, laws, and statutes that affect eligibility for financial assistance is preferred
Proven ability to complete complex insurance applications while educating the consumer about their eligibility for benefits is preferred
