Overview:
We are seeking a highly skilled Budget Analyst with an active TS/SCI clearance and extensive experience supporting the Planning, Programming, Budgeting, and Execution (PPBE) process for Department of Defense (DoD) or Intelligence Community programs. This role is crucial to ensuring fiscal discipline, strategic alignment, and compliance in support of mission-critical initiatives.
Responsibilities:
Lead and support the full PPBE lifecycle, including planning, programming, budgeting, and execution phases for complex DoD or intelligence programs.
Analyze and evaluate budget submissions for accuracy, compliance, and alignment with strategic objectives.
Prepare and present budget justifications, execution reviews, and financial status reports to senior leadership.
Develop and maintain multi-year budget plans and forecasts.
Track obligations and expenditures against approved funding lines; identify variances and recommend corrective actions.
Collaborate with program managers, financial analysts, and contracting officers to develop funding strategies.
Ensure compliance with DoD financial management regulations and agency-specific budgetary policies.
Support Congressional budget submissions, Program Objective Memoranda (POM), and Budget Estimate Submissions (BES).
Provide input on programmatic impacts of budgetary decisions and shifting priorities.
Required Qualifications:
Active TS/SCI clearance (must be current and verifiable).
Minimum of 5 years of direct experience with the PPBE process in a DoD or Intelligence Community environment.
Strong understanding of federal appropriations, budgeting regulations, and fiscal law.
Proven experience developing budget exhibits, spend plans, and financial forecasts.
Excellent analytical, organizational, and communication skills.
Proficiency in MS Excel and budget tracking tools or financial systems commonly used in the federal space.
Preferred Qualifications:
Bachelor’s or Master’s degree in Finance, Accounting, Business, Public Administration, or a related field.
Experience working with classified programs or special access programs (SAP).
Familiarity with DoD Financial Management Regulation (FMR) and OMB Circulars.
Experience with tools such as GFEBS, COBRA, or other DoD financial systems.
