JOB SUMMARY:
The Executive Director of Budget, Planning & Operations Analysis has direct oversight of budgeting and financial planning and analysis of the Health System. The Executive Director works with both finance and operations leaders to improve processes and optimize data, analysis and reporting.
DUTIES AND RESPONSIBILITIES:
- Oversight of the annual budget process (revenues/expenses/cap-ex) for the Health System (LGH/HFH and their subsidiaries).
- Serve as the key influencer of the development of financial planning and business intelligence best practices across the Finance team.
- Develop and utilize data-driven analytics to generate value-added insights and actionable recommendations to drive growth/improvements and influence KPIs.
- Support the ongoing review and evolution of finance processes and procedures to improve effectiveness and efficiencies.
- Partner with various finance leaders to define and deliver a comprehensive set of business drivers, prioritizing and implementing across the finance team to advance financial management processes.
- Promote information-driven decision making at all organizational levels.
- Develop ad-hoc reports to support operations and business planning as needed.
- Analyze current and past trends in key performance indicators including all areas of revenue, expenses, and operating costs.
- Work closely with executive and financial leadership throughout the organization in support of the annual budgeting process, variance analysis, and in the enhancement of analytical tools to support flexed budgeting/variance and labor analysis.
- Collaborate with clinical and operational leaders to identify performance improvement opportunities and initiate programs to build efficiencies / optimize results.
- Oversee the development and distribution of productivity reporting.
- Support the process of ongoing performance improvement work with data and key leadership as needed.
- Provide high level and in-depth budget and special project analysis for all operating areas and various strategic hospital initiatives.
- Analyze proposed operating budget requests and ensure compliance with established hospital operating targets. Manage the annual salary-rate increase model for both union and non-union employees.
- Prepare and/or review business plans to ensure accuracy of data and reasonableness of assumptions, making recommendations as needed.
- Conducts educational sessions for directors and leadership on variance reporting and budget preparation, productivity and other financial tools as needed.
- Review and oversee the capital request and planning process providing analysis related to requests.
