Akicita Federal is seeking experienced Construction Project Managers (CPMs) to support the Bureau of Indian Education (BIE) with sound construction management, technical oversight, and strategic advisory services. The CPM will manage construction projects to achieve best value outcomes through strict control of schedule, budget, and quality while proactively identifying and mitigating risks. The CPM will ensure all work is performed in compliance with Federal, State, Local, Tribal regulations, and all applicable construction standards.
Duties and Responsibilities:
-Provide management advice regarding construction activities for BIE projects under assigned task orders.
-Monitor and track progress of designated construction projects, supporting the Project Manager with regular reports.
-Proactively identify and mitigate problems that could cause claims, delays, or adverse impacts to project completion.
-Support project initiation by conducting facility inspections, identifying facility conditions, verifying repair estimates, and project schedules.
-Assist in developing budget estimates and justifications for proposed projects.
-Conduct market research to support project planning and procurement activities.
-Review project designs to assess technical feasibility, cultural considerations, and cost implications.
-Develop conceptual plans for renovations, improvements, and facility modernization.
-Evaluate proposed project sites and existing facility conditions (topography, utilities, development costs, etc.).
-Support development and review of construction documents and A/E (Architect-Engineer) statements of work.
-Assist with oversight of project schedules, cost estimates, design reviews, and construction compliance.
-Perform onsite inspections to assess physical facilities’ conditions, code compliance (life safety, health, accessibility, environmental), and recommend improvements.
-Evaluate and recommend strategies for managing critical and long lead-time materials.
-Monitor and review contractor submissions of as-built drawings for completeness and accuracy.
-Provide cost estimation for construction change orders and recommend equitable adjustments.
-Participate in strategic planning activities and capital outlay prioritization efforts.
-Maintain diligent documentation, including submittal and Request for Information (RFI) processing.
-Maintain communication with Government representatives regarding project status, risks, and recommendations.
-Exercise technical engineering knowledge to resolve problems concerning facility design, construction, or improvements.
Required Qualifications:
-Bachelor of Science degree from an accredited college or university in Engineering (Civil or Mechanical preferred) or Construction Management (minimum four-year degree).
-At least 40% of CPM workforce must have engineering degrees (ABET accredited), and at least 30% must have degrees and experience in construction management.
-Minimum of 10 years of construction engineering or construction management experience.
-Proven experience in managing programs involving multiple tasks and projects, with strong skills in planning, budgeting, scheduling, and client engagement.
-Experience organizing, directing, and coordinating strategic planning activities and capital outlay planning.
-Strong knowledge of construction scheduling methods and experience with Microsoft Project.
-Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat Professional, RS Means/CostWorks, and Maximo.
-Ability to perform moderate physical activities including walking on uneven surfaces, climbing ladders, crouching, lifting objects under 50 pounds, and frequent construction site visits.
-Excellent written and verbal communication skills; capable of preparing correspondence, written reports, and delivering briefings.
-Strong experience in construction management activities including submittal and RFI processing.
-Familiarity with Federal building design criteria and construction guide specifications.
-In-depth knowledge of construction materials, methods, and best practices.
-Ability to accurately estimate construction costs, evaluate change proposals, and provide recommendations.
-Ability to monitor and ensure quality preparation of as-built drawings and contractor documentation.
-Expertise in identifying and mitigating risks associated with critical and long lead-time materials.
-Completion of OSHA 30-Hour Construction Training within the past two years.
-Possession of a valid driver’s license.
Additional Information:
-Travel to project sites may be required based on project needs.
-CPMs must exercise initiative and maintain continuous communication with Government project managers.
-All services must adhere strictly to applicable building codes, regulations, standards, construction contract plans, and specifications.
